A Vehicle Power of Attorney in Dubai authorizes a named agent to handle specific vehicle-related transactions on your behalf at RTA (Roads and Transport Authority) — selling, purchasing, registering, exporting, or managing your vehicle. A Vehicle POA is a Special POA: it is strictly limited to vehicle matters only. It does not grant authority over any other assets or affairs. Every vehicle POA must explicitly state the vehicle's chassis number AND plate number — vague references to 'my vehicle' are rejected by RTA.
10 Vehicle Transactions Covered by a Vehicle POA
- Sell the vehicle — sign the sale agreement and transfer ownership at RTA
- Purchase a vehicle on your behalf — sign SPA, pay fees, collect registration card (Mulkiya)
- Register or renew vehicle registration at RTA
- Transfer ownership to another party at RTA Licensing Department
- Export the vehicle outside the UAE — complete customs clearance and RTA deregistration
- Arrange shipping — coordinate with port and shipping company on your behalf
- Authorize vehicle servicing and maintenance at specific workshops
- Insure the vehicle — sign insurance documents and collect policy in your name
- Manage a company vehicle fleet — all registration, renewal, and transfer procedures
- Settle traffic fines and pay government fees on your behalf at RTA
Documents Required for a Vehicle POA
- Valid passport and Emirates ID of the vehicle owner (principal)
- Valid passport and Emirates ID of the agent
- Vehicle registration card (Mulkiya) — showing chassis number and plate number
- Driver's licence copies of both principal and agent (required by RTA)
- For export: insurance certificate + customs certificate + vehicle inspection report
- For companies: valid trade licence + Board Resolution authorizing the POA
Mortgaged Vehicle — POA Cannot Override the Bank
A Power of Attorney CANNOT be used to sell, transfer ownership, or export a vehicle that has an active bank loan or finance agreement registered against it. The mortgage (lien) must be fully discharged at the bank before any RTA transfer can proceed. Even with a valid POA, RTA will reject the transfer if the vehicle status shows an active lien. Your agent must first obtain a lien clearance letter from the bank before proceeding to RTA. This is the single most common reason vehicle POA transactions fail at RTA.
Special Vehicle POA — Recommended
- Limits authority to one named vehicle (chassis + plate number)
- Agent cannot act on any other vehicle or asset
- Most common type — accepted by RTA for all single-vehicle transactions
- Authority expires automatically once the transaction is complete
- Best for one-off sale, purchase, export, or registration
General POA for Vehicles — Use Only When Needed
- Must explicitly include vehicle transactions — not automatic
- Suitable for fleet management across multiple vehicles
- Higher risk — agent has broader authority beyond just vehicles
- Not recommended for a single vehicle sale or export
- Some RTA offices may request a Special POA regardless

Frequently Asked Questions
The POA itself can be issued regardless of traffic fines. However, RTA will not process a sale or ownership transfer if the vehicle has outstanding traffic fines or registration fees. Your agent must settle all fines and fees at RTA before the transfer can proceed. Best practice: check the vehicle's fine status on the RTA app before notarizing the POA, and include authority for your agent to settle fines in the POA document.
A POA can be issued — but it cannot be used to sell, transfer ownership, or export the vehicle until the finance or mortgage is fully discharged at the bank. RTA will check the vehicle's lien status during the transfer process and will reject the transaction if an active lien appears. Your agent must obtain a lien clearance letter from the financing bank first, then present it together with the POA at RTA to complete the transfer.
Yes — RTA requires both the principal and the agent to have valid driver's licences for most vehicle transfer and sale transactions. Licence copies for both parties must be included when preparing the POA documents. For vehicle export or customs procedures only (where the agent is not driving the vehicle), a driver's licence may not be required — confirm with RTA for your specific transaction type.
Yes — a single POA can cover multiple vehicles, but each vehicle must be listed individually with its own chassis number and plate number. A vague reference to 'all vehicles owned by me' is not accepted by RTA for transfer or sale. For companies managing a fleet, we draft a fleet management POA that lists each vehicle individually — this is more practical than separate POAs for each vehicle.
Yes. You can grant a Vehicle POA from anywhere in the world through Dubai Courts or the UAE Ministry of Justice via a video call. The notarized POA is delivered by email and your agent can present it at RTA immediately. No additional MOFA attestation is required for a UAE-notarized vehicle POA — it is valid across all UAE traffic authorities from the date of notarization.
