How MOFA Attestation Works in the UAE — Digital, Courier & Embassy Routes

MOFA attestation is an authenticity step, not a universal approval stamp. The UAE Ministry of Foreign Affairs confirms the authenticity of the relevant signature and seal on a document. Whether the document is then sufficient for a visa, university, court, bank or corporate transaction still depends on the receiving authority and the purpose of use. Start with one question: where was the document issued?
Issued in the UAE
- The application is made through MoFA using UAE PASS.
- The system uses the issuing authority, document type and destination country to determine the route.
- Eligible original digital documents may follow Digital Attestation; other documents may follow the approved courier route.
Issued outside the UAE
- The document normally needs the applicable authentication in the country of issue before the UAE stage.
- The UAE mission in the issuing country is part of the route where applicable; mission procedures and electronic availability can differ by country.
- After the foreign-country stages, the document follows the applicable MoFA attestation step for use in the UAE.
UAE-issued documents: digital or courier — the system decides
For a UAE-issued document, MoFA asks you to identify the issuing authority and document type, then select the destination country. Those answers matter: they determine whether the application is eligible for Digital Attestation or must move through an approved courier/service-provider route. MoFA expressly says the customer cannot simply choose the preferred route. Entering a different issuer, document type or destination to force another route can lead to rejection.
Log in and identify the document
Use MoFA’s website or app and sign in with UAE PASS. Select attestation in the UAE, then enter the actual issuing authority and document type.
Select the destination country
For UAE-issued documents intended for use abroad, destination country affects the available attestation options and must be selected accurately before submission.
Follow the route assigned by MoFA
Eligible digital documents are uploaded and returned electronically. Other documents follow the approved courier/service-provider route for pickup, processing and return.
A scan is not an original digital document
For Digital Attestation, MoFA requires an eligible original digital document issued electronically by a supported UAE authority and carrying a verification mechanism such as a QR code, barcode, reference number or verification link. A photograph or scan of a paper certificate does not become an original digital document merely because it is saved as PDF.
Foreign-issued documents: do not skip the country-of-issue chain
For documents issued outside the UAE and intended for UAE use, MoFA’s published guidance places the foreign-country authentication before the UAE stage: the document is attested by the competent foreign authority, then by the UAE embassy or consulate in the issuing country where applicable, and then follows the UAE MoFA step. Attestation is not the same as recognition, notarisation or translation

Degree attestation and degree recognition are different questions
The Ministry of Higher Education and Scientific Research now operates a separate Qualification Recognition process. Its current service first requires degree verification through an authorised partner, followed by the recognition application where applicable. Do not tell a graduate that a MoFA stamp automatically equals academic recognition.
Documents that need a different route or an extra check
- Commercial invoices and certificates of origin use MoFA’s dedicated eDAS 2.0 service rather than the ordinary document-attestation workflow.
- Marriage and birth documents can be required in attested form for particular immigration files; check the exact receiving service rather than assuming every use has the same requirement.
- A document in a language other than Arabic or English may need an official/legal translation for the applicable route. Translation and attestation remain separate functions.
- A power of attorney may also need the correct notarial form before it reaches an attestation chain; the required sequence depends on where it was issued and where it will be used.
Published timelines: useful for planning, not a guarantee
MoFA currently publishes a service time of within two hours during official working hours for eligible Digital Attestation of UAE-issued documents, and one to three business days for the approved courier route inside the UAE, depending on the selected provider. For processing outside the UAE, the service page notes that it may take up to about 15 business days depending on the provider. Treat those as MoFA’s published service levels for the applicable stage — not as a promise for the entire legalization chain. Foreign-country authentication, mission availability, courier scheduling, rejection/re-submission and the receiving authority can add time.
The mistakes that cause avoidable rejection or delay
- Selecting the wrong issuing authority, document type or destination country in the online application.
- Uploading a scan/photo instead of the original eligible digital document for Digital Attestation.
- Submitting a physical document before the required upstream government/foreign-authority attestations are complete.
- Submitting a laminated physical document where the MoFA route requires an attestable original.
- Using the ordinary attestation service for commercial invoices or certificates of origin instead of eDAS 2.0.
- Assuming that attestation automatically satisfies every receiving authority’s substantive requirements.
Apostille: do not assume it replaces the UAE route
As of the HCCH status table updated 30 June 2026, the UAE is not a Contracting Party to the 1961 Apostille Convention. An apostille issued by another country therefore should not be treated as automatically replacing the UAE attestation/legalisation route. Follow the current MoFA and receiving-authority requirements for the actual document and use case.
How to verify a digital MoFA attestation
When Digital Attestation is completed, MoFA provides a digitally attested document with verification information. The Ministry directs users to its verification channels, including verify.mofa.ae, where the document status can be checked using the reference information. If the downloaded file is incomplete or does not show the attestation page, do not circulate that copy as final; re-download the latest completed file or contact MoFA with the application reference.
